Rename CodeIndexerEnabled to IsRepoIndexerEnabled (#30762)

Fix  #30761

Most places use `IsRepoIndexerEnabled` but not `CodeIndexerEnabled`, so
it should always use `IsRepoIndexerEnabled` for consistency.
