Cleanup and use global style on popups (#17674)

* Cleanup and use global style on popups

- Fix typo 'poping' to 'popping'
- Remove most inline 'data-variation' attributes
- Initialize all popups with 'inverted tiny' variation

* misc tweaks

* rename to .tooltip, use jQuery
