Refactor legacy git init (#20376)

* merge `CheckLFSVersion` into `InitFull` (renamed from `InitWithSyncOnce`)
* remove the `Once` during git init, no data-race now
* for doctor sub-commands, `InitFull` should only be called in initialization stage
