Refactor context RefName and RepoAssignment (#33226)
The `ctx.Repo.RefName` was used to be a "short name", it causes a lot of ambiguity. This PR does some refactoring and use `RefFullName` to replace the legacy `RefName`, and simplify RepoAssignment
