Update JS dependencies (#31120)

Browse Source 
- Add `eslint-plugin-no-use-extend-native` to exclude list because it
requires flat config
- Exclude `@github/text-expander-element` because new version has broken
positioning
- Tested mermaid, monaco, swagger, chartjs
