Backport #19010
Use DeployKeyID to replace the IsDeployKey, then CanWriteCode uses the DeployKeyID to check the write permission.

This PR registers requests with the process manager and manages hierarchy within the processes.
Git repos are then associated with a context, (usually the request's context) - with sub commands using this context as their base context.

The io/ioutil package has been deprecated as of Go 1.16, see
https://golang.org/doc/go1.16#ioutil. This commit replaces the existing
io/ioutil functions with their new definitions in io and os packages.
