* Apply DefaultUserIsRestricted in CreateUser

* Enforce system defaults in CreateUser

Allow for overwrites with CreateUserOverwriteOptions

* Fix compilation errors

* Add "restricted" option to create user command

* Add "restricted" option to create user admin api

* Respect default setting.Service.RegisterEmailConfirm and setting.Service.RegisterManualConfirm where needed
