Fix mirror error when mirror repo is empty (#30432) (#30467) ...

Fix https://github.com/go-gitea/gitea/issues/30424

ps: convert `gitrepo.OpenRepository` to `git.OpenRepository`
remove `ctx` from `checkAndUpdateEmptyRepository`
